The US military and the CIA have been on top of this for some time.  While faulted for their intelligence-gathering in the human element (SI), when it comes to gathering of technical resources (TK - Talent Keyhole) and advance planning, the US leads the way.

Makes me wish sometimes I still worked there.  Not.
