Dana, the link to Quiggin's article doesn't work (I've failed finding other Quiggin articles lately on other subjects.)

Otherwise, this is good. There's no shame at all in making and quickly correcting errors.

[Off topic and beyond the scope of your article/correction: I'm fundamentally bothered by these discount rate and cost/benefit arguments like Tol's. Using high discount rates is fine when you are considering your own costs and benefits to decide on ranking your own investment decisons, but there seems to be a major ethical problem when you are using them to compare present, undiscounted costs that will accrue to us in the rich countries (from decarbonizing our energy supply) with heavily discounted future benefits (mitigation of climate change) that will accrue disproportionally to innocent poor countries.]

Oh dang, I copied the Quiggin link from another post.  The URL must have broken sometime in the past few months.  Will have to try and find it again (*edit* found one and uploaded it to SkS so we won't lose it again!).

Agreed that there are major ethical issues with using a high discount rate with respect to carbon emissions and climate change.  I think the Quiggin quote made that point very well.  Tol in general strikes me as kind of a jerk.
